Position Summary
The Subcontracts Portfolio Manager is responsible for the centralized management of the portfolio of subcontracts supporting execution within other projects. The Subcontracts Portfolio Manager balances conflicting demands among portfolio components, allocates resources based on Oceaneering priorities and capacity, and integrates management principles and sound practices to deliver business value aligned with Oceaneering strategic objectives. Additionally, the Subcontracts Portfolio Manager develops and leads the group of APMs/PMs assigned subcontract oversight for individual projects.
The position will be based in our Hanover, MD office and will be hybrid-remote. Applicants are expected to be able to travel to the Hanover office as needed.
Duties & Responsibilities

Manages and leads Subcontractor Program and Project Managers assigned to Portfolios

Hires Subcontractor Program and Project Managers
Assigns Subcontractor Program and Project Mangers to Portfolios
Monitors individual's performance

Manages all subcontractors across all programs:

Responsible for managing cost, schedule, performance, and risk on all sub-contracts.

Ensures sub-contractors are managed consistently across all programs
Single POC for sub-contractors regardless of Program.
Supports PMO to ensure sub-contractors are meeting program requirements.

Manages subcontractor schedule to the baseline and takes appropriate management action
Manages subcontractor costs to the baseline and takes appropriate management action
Monitors program deliverables and takes appropriate management action
Approves Subcontract Program Milestones and Deliverables
Monitors progress of Subcontractor Program Milestones and takes appropriate action where needed
Conducts program reviews with sub-contractors (SRR, PDR, CDR, etc.)
Participates in Program MIPRS
Responsible for performance of the sub-contractors to the Program management team
Drafts and follows Subcontractor Program Management Plan (S-PMP)

Works with Supply Chain Management (SCM) and Contracts Groups to manage the sub-contracts.

Approves Invoices
Reviews subcontractor proposals and requests for equitable adjustment
Negotiates subcontracts and modifications
Ensures FAR Clauses are flowed down and followed
Provides performance feedback

Supports Business Development to

Writes subcontracting plans for bids and proposals
Writes Teaming Agreements
Assists in identifying and developing Strategic Partners
Ensures the division meets targets for small and disadvantaged businesses.

Enterprise

Creates and maintains division subcontracting processes

Additional duties as assigned.

Supervisory Responsibilities

This position has supervisory responsibilities, managing one or more subcontract program or project managers, or other personnel.

Qualifications
Requirements:

10+ years of subcontractor management experience.
10+ years of project management experience, including tracking and planning projects in a technical field.
Bachelor's degree in Engineering or similar technical field. Commensurate experience will be considered in lieu of a degree.
10+ years of experience working with business stakeholders within a matrix environment.
PMP/CAPM Certification or able to achieve within 3 years.
Active TS/SCI Security clearance highly desired, at least able to obtain and maintain. Must be a US citizen.
Technical writing and editing skills.
Understand interdependencies between technology, operations, and business needs.
Demonstrated ability to successfully manage design/build of complex mechanical systems involving structural and mechanical components, electronics, and hydraulics.
Understanding and experience negotiating contract terms and conditions.
The ability to understand project financial statements and effect positive financial statement outcomes.
Strong interpersonal skills, including personnel management and mentoring.
Able to interface with a variety of subcontractors and/or customers for project execution, obtaining follow-on work, and developing new business.
Ability to support technical reviews of various documentation deliverables.
Strong written and verbal communication skills.
Ability to prioritize and balance multiple tasks and work independently.
Ability to manage and prioritize tasks for others
Excellent Knowledge of performance evaluation and change management principles.
Strong skills in Excel and other Microsoft Office Products.
Knowledge of P6, EVMS, MS Project, Contract Comprehension, FAR/DFAR.

DESIRED: Master's Degree in Engineering or Business preferred.
