Position Summary
The Assistant Deep Submergence System (DSS) Program Manager assists the DSS Program Manager with supervising and assists with directing efforts across Oceaneering's (OII) Marine Service Division's (MSD) Deep Submergence System (DSS) Programs, in cost, schedule, quality, execution and technical performance. They will ensure that processes are followed and improved to ensure a positive profit center in support of the organization's other departments and ultimately, other divisions of the Company. In addition, they assist the DDS PM with determining the most cost effective and productive methods to maintain safe operations and complete projects for Customers, using standard Project Management and Earned Value techniques. This Program Manager controls costs through Risks, LEAN and other industry accepted continuous process improvement methods. They will provide professional advice and counsel to the DSS Program Manager, Director of Programs, Director of Production, peer Assistant Program Managers, and Customers as necessary to gain cooperation and acceptance of ideas and actions. This Assistant Program Manager will be responsible for making key decisions and taking independent actions, subject to guidance from the DSS Program Manager, executive/senior management and the PMO, to ensure that MSD is following broad objectives on strategic and operational matters.
Duties & Responsibilities

The Assistant Deep Submergence Systems (DSS) Program Manager reports directly to the DSS Program Manager for the performance of assigned responsibilities.
Helps run the Deep Submergence Systems (DSS) Portfolio at Oceaneering, Marine Service Division, located in Chesapeake, VA. Responsible for the repair, overhaul and modernization of US NAVY Deep Submergence Systems to include Dry Deck Shelters and associated submarine and DSS support equipment.
Assigned as a Project Manager for projects within the DSS Portfolio.
Assists the DSS PgM with leading and managing Project Managers and Production Managers.
Ensures all work is conducted in a safe and technically correct manner. Fosters an atmosphere that encourages continued efforts to improve safety record.
Takes broad independent action to ensure the Division achieves its objectives on strategic and operational matters affecting the major function or department in the organization. These decisions are subject to guidance from executive/senior management, the PMO and may include project priorities, personnel requirements, and control of overhead costs. The impact of these decisions is such that errors may be significant and cause major expense, loss of important accounts, or may damage the company prestige and good will. Identify and monitor key performance metrics. These metrics may, at times, be required for important corporate decisions.
Works closely with the other DSS leadership team to maintain a positive profit center within the Division and in support of Program goals and objectives.
Promotes Customer relations through frequent communication. Consults with Customers to gain cooperation and acceptance of ideas and actions. Projects a positive image to employees, Customers, and similar industrial companies by ensuring a cost-efficient, quality product is produced in accordance with the Customers' requirements.
Working with the Contracts Office, develops new quotations and estimates and ensuring prompt on-time Contract deliveries.
Maintains a positive work environment through positive actions to affect morale, providing adequate opportunities for employee personal growth. Ensures that the Division meets all Federal, State, Local and Company laws regulations and policies.
Mentors subordinates and other senior managers by providing guidance, training, and performance evaluations through personal example.
Formulates, reviews and updates methods and processes to increase safety, quality, and production effectiveness. Provides independent judgment in the resolution of problems that may not be readily apparent due to unforeseen circumstances, vague symptoms or incomplete facts/figures.
Prepares cost estimates for ROMs or responses to RFQs or growth and new work. Must have the ability to work with the Scope of Certification/SUBSAFE organization, Engineering, Production, Program, Contracts, Finance, Quality and Resource Departments.
Ensure timely delivery of accurate financial information and Contract required submissions. Tracks financial progress and status of assigned projects and develops and coordinates corrective actions/adjustments when necessary to ensure profitability.


B.S. in Management, Finance or Marketing or a B.S. in Mechanical, Electrical, Systems, or Marine Engineering with significant business/marketing courses. Masters preferred.
Minimum ten years management experience in Deep Submergence Systems, repair, overhaul and modernization with a minimum eight years of significant participation in programs related to complex mechanical and/or electrical systems, business development and personnel management.
Technical knowledge of all aspects of hull, mechanical, electrical, and damage control maintenance of U.S. Naval vessels, specifically Dry Deck Shelters and other Deep Submergence Systems related to U.S. Naval Submarines.
In-depth knowledge of U.S. Navy's Joint Fleet Maintenance Manual and the NAVSEA Standard Items, and the SUBSAFE program. Demonstrated experience in Scope of Certification (SOC) and SUBSAFE requirements.
Five (5) years' experience managing cost type contracts from the Department of Defense (DoD).
PMP, DAU Level III or equivalent. Detailed knowledge and experience in PMI-level Project Management is required. Certification as a Project Management Professional (PMP) or such certification will be required within 12 months of hire date.
Experience with successful Continuous Process Improvements such as LEAN/Six Sigma improvement efforts is highly desired.
Must be a U.S. citizen who is not a dual citizen of any other country.
Must have, or be able to obtain and maintain a secret security clearance issued by the DoD.
