OFFSHORE SAFETY ADVISOR (3/3)
CONTEXT:
Position within operator's HPHT Drilling and Wells team drilling HPHT appraisal/exploration wells. Drilling and Wells activities must be in compliance with all aspects of TEPUK SHE policy, with support from Onshore teams.
REPORTS AND CONTACTS:
Critical contacts onshore: Drilling and Completion Superintendent (DCSI), Senior Operations HSE Advisor, Drilling and Wells Manager.
External: Regulatory Bodies (HSE and SEPA), Joint Venture Representatives, Key contractors representatives
MAIN ACTIVITIES:
Primary mission is to assist the Total E&P UK on site representative (Drilling & Completion Supervisor, RSES-D) in all SHE related aspects on the Rig including Well Operations Area but not limited to:
Promote a strong safety culture onboard the rig, providing safety leadership and upholding the safety expectations of DCSI.
From operations programs and look-ahead, extract critical aspects regarding personnel safety & environment protection. Brief teams accordingly, through proper communication and coaching.
Audit rig contractor against procedures and legislative compliance.
Witness Critical Operations - Heavy Lifts, Casing Operations, Skidding Operations and Anchor handling Operations etc.
Perform constant safety walks around the Well Operations Area to assess the level of awareness and compliance of rig teams.
Assist the Drilling & Completion Supervisor during Emergencies.
Conduct incident investigations for all drilling and well related events and raise stream cases for further review/input.
Procedures Reviews:
Audit main critical Job Risk Assessments.
Conduct procedure reviews /Audits as per D&W requirements/requests
Perform site checks, push for continuous improvement of JRA quality and RA in WCC.
Review Safety Compliance of Procedures and Programs received.
Attend daily Permit to Work and Control of Work meeting to ensure operations are adequately planned with no conflicting operations.
Review Rig Procedures, ref; D&W SHE&I Plan.
Deliver information sessions, around given Health safety and Environment topics or themes
Support in completing regulatory joint drills and exercises
Support regulatory inspections
SIMOPS (if applicable):
Witness work in "Well Operations Area" and assist Drilling & Completion Supervisor in checking for compliance with SIMOPS procedures.
Ensure periodic tests required in SIMOPS are performed and documented, ESD, Gas tests etc. Witness work in "Well Operations Area" and check for compliance with Total E&P procedures.
HSE compliance:
Perform "drilling" familiarization scope to new arrivals on the platform.
Ensure that all Safety Tools are being utilized fully by all personnel to prevent incidents from occurring and/or escalation (in conjunction with drilling contractor: motivated team leaders, etc.)
Actively participate in rig weekly safety meetings.
Work closely with the Contractor Safety Advisor, i.e. preparing safety meetings, Safety Campaigns, Safety Card issues which have been entered into a tracking sheet.
Participate in Morning and Evening meetings as required.
Actively participate to Toolbox talks / Pre Tour Meetings/Total Safety Pracices.
Participate and/or lead hazard hunts with the drilling contractor.
Expected to "stop the job" when any operation is identified as being carried out below required safety standards.
Reporting and Synergi:
Update Synergi as required
Assist the RSES-D with Early Notification of Incident report.
Ensure all D&W incident reporting requirements adhered to (e.g. Flash incident report storybooks prior to 8:30am (Platform OIM approval with Company man).
Participate actively in Root Cause Analyses, near-miss reports and accident reports sessions.
Establish close follow-up analysis and feedback based on Safety cards system in place through the Drilling contractor, ensure close-up action plans.
Ensure all actions (from Incidents, RCA's, Audits, Rig Inspections etc) are closed out in a timely fashion.
Perform analysis and give feedback based on Safety cards system and monitor action close out.
Prepare weekly SHE reports for onshore management.
Perform the Rig POB and exercise reports - submitted weekly and every 1st of the month.
SPECIFIC REQUIREMENTS:
Relevant and appropriate experience in a similar role
General understanding of drilling, completion and well testing activity. HPHT experience beneficial.
Current offshore certification (BOSIET, etc.)
