Position Summary The primary responsibility of this position is to independently plan, direct, and coordinate activities of a single or multiple project(s) to ensure that goals or objectives of the project are safely accomplished within the prescribed schedule and budget parameters, and the customer receives an excellent quality product or service that meets all customer requirements. While managing various OSS projects or delivery orders, this position will ensure technical excellence and report results related to costs, schedule, and technical performance. Responsibility includes providing assistance with (or leading) bids and proposals for new work scope opportunities with emphasis on scheduling the proper sequence of tasks to be performed and estimating labor/non-labor to complete the work scope. Travel and overtime may be required along with a moderate level of physical exertion. Frequent use of office equipment should be expected. SCOPE Provide sound and independent judgment that follows company policies and procedures while managing projects/contracts. Resolve issues that may jeopardize product quality, delivery schedules or costs, through direct interaction with department managers and supervisors. Formulate, through original and independent thinking, methods, and processes that will increase safety, quality, production output, or decrease costs Provide leadership and guidance to project personnel and project support groups. Promote OSS project management leadership via independent customer interactions. Duties & Responsibilities Provide assistance, as requested, for the preparation of bids and quotes for delivery orders, purchase orders and contracts. Assist with the preparation and submission of proposals, reviewing technical content/requirements, personnel requirements, management plans and execution costs. Establish and monitor a project execution plan, budget, schedule, and staffing for each phase of the project. Update project schedules weekly and provide Estimate to Complete (ETC) forecasts monthly. Monitor assigned projects/contracts and ensure the customer is satisfied. Work closely with the respective department managers to monitor the task performance and efficient utilization of man-hours and resources. Ensure development of effective project schedules and understand the critical path(s) of the project(s). After project kick off, monitor the status of the schedule and ensure reaction to any developments concerning the critical path or other key elements of the project(s) schedule is effective and timely. Support project financial and schedule performance assessments using Earned Value Management (EVM) techniques, identify project Costs of Poor Quality (CoPQ); and communicate performance to senior management at OSS Project Management Reviews. Manage project risks, through identification and mitigation of preventable, strategic, and external risks. Update a risk register as the project evolves, which includes developing effective mitigation plans for significant risks (including cost and schedule implications of mitigations). Escalate risks accordingly to ensure appropriate management is aware of significant project risks. Coordinate with OSS contracts personnel to ensure managed projects meet all contractual requirements. Coordinate with OSS subcontracts & supply chain management to ensure subcontractor Statements of Work and Purchase Orders are defined and executed as needed. Coordinate with OSS financial and contracts personnel to ensure robust contract change management of managed projects. Variations or changes include but are not limited to, deliverable quantities, technical requirements, quality requirements, schedule changes, and customer approval delays. Provide feedback regarding employee performance of those assigned to Projects being managed. Identify targets of opportunity that fall within the capabilities of the company. Ensure the company's core business objectives and competitiveness are maintained. Keep abreast of evolving technology and procedures which may enhance the company's competitive position for future growth areas and opportunities. Utilize Oceaneering provided processes and tools to perform Project Management tasks such as pricing, scheduling, earned value management, forecasting, and reporting. Make recommendations for new processes and/or tools where they may improve quality and organization effectiveness. Project a positive image (to include personal attire, mannerisms, language, technical competence, etc.) to employees and existing/potential future customers by ensuring a cost-efficient, quality product is produced in accordance with the customer's requirements. Strong analytical and personnel management skills required to clearly communicate and coordinate team efforts and interact with other departments and outside agencies. Effective conflict resolution and mentoring skills. Establish project priorities and effectively communicate these to the project team. Understand technical details provided by engineering personnel and make appropriate project management decisions. Lead integrated project teams (IPTs) and provide support to corresponding IPTs including technical conflict resolution while adhering to programmatic deadlines. Qualifications EDUCATION: REQUIRED Bachelor's degree in Mechanical/Electrical/Aerospace/Systems Engineering DESIRED An accredited Project Management or Program Management course with certification of completion and/or PMP or PgMP certification through PMI (or similar) is preferred. Master's degree in Business Administration (MBA) or Masters in Engineering Field a plus. Formal training in Project Management Risk Management training EXPERIENCE: REQUIRED Ten years of experience managing engineering projects (technical management) and 15-20 years in an engineering related field. A minimum of three (3) years in a Project Manager role with demonstrated ability to meet schedule and budget goals. Experience managing the financial aspects of multiple types of Government contracts such as fixed price, cost reimbursable, incentive fee, award fee, and/or time & material is a plus Demonstrated experience in leading project teams. Demonstrated experience requiring a high degree of proficiency in all MS Office Professional applications, especially MS Excel, MS Project, and MS PowerPoint. DESIRED 10 years or more experience in performing NASA Human Spaceflight work related to design, operation, maintenance, repair, testing, and/or sustaining engineering of NASA human spaceflight hardware Working knowledge of NASA data systems and knowledge of NASA procedures for establishing and maintaining equipment requirements. Subject Matter Expertise on NASA Extravehicular Activity with experience in training and flight products for the flight controllers and crew. Experience with human spaceflight products and operation as related to international crews and flight controllers. Demonstrated experience ensuring/enforcing compliance with the Federal Acquisition Regulations (FAR), NASA FAR Supplement, and the Cost Accounting Standards (CAS) is a plus Demonstrated experience with Primavera scheduling software is a plus.
