Overview / Responsibilities Procurement: • Assist and educate customers how to effectively convey their needs through purchase requests. • Facilitate timely receiving of completely-filled up and duly approved purchase requests. • Facilitate timely issuance of duly-approved project purchase orders with the required Ts&Cs and ensure timely delivery of service orders. • Manage suppliers to enable on-time delivery of goods and services. • Plan and organize activities to ensure on-time delivery of urgent and/or critical goods and services. Contracts (including subcontracts): • Manage the subcontract call-off orders to ensure that all deliveries are supported with a valid and approved call-off order. Expediting: • Collect all technical scope details from the scope requestor. • Transfer and deliver technical scope details to sub-contractors for quality quotations and proposals. • Identify and select best service providers considering cost and quality efficient propositions. • Consistently liaise with sub-contractors, QCs and other key players within the scope for progress monitoring and issue resolutions. • Ensure completeness of documents required in preparation of final work completion certificate. • Facilitate approval and close out of work completion certificate and ensure recording of documents in the common repository. • Proactively monitor and ensure on time delivery of assigned goods and services. • Monitor the OTD performance of assigned Suppliers. • Timely escalation and resolution of critical delivery issues. • Keep internal and external customers informed of the status of goods and services deliveries. Stakeholder management: • Develop a professional and positive 'partnership' relationship with all CP stakeholders. • Educate customers on CP procedures to avoid mis-aligned expectations. • Take the lead in resolving CP-related issues. • Promptly escalate issues, or potential issues, when significant impact to operations is imminent. Quality management: • Assist in the pre-qualification process for assigned suppliers/contractors-subcontractors. • Ensure all pertinent CP Policies, Procedure, Guidelines, and Forms are formally documented. • Ensure that all CP Policies, Procedure, Guidelines, and Forms are used in the actual process. • Periodically review the current business processes to identify room for improvement. • Develop contract management plans and monitor the performance against plan. • Monitor and publish the required CP-related reports and KPIs. Skills / Qualifications E ducation, Knowledge, Skills and Abilities: 1. Technical / Degree in any relevant Engineering or Commercial area. 2. Knowledge of supply chain management. 3. Must be a strategic thinker with sound commercial sense. 4. Demonstrate strong negotiation and implementation skills. 5. Experience with SAP. Experience: Minimum of ten (10) years' experience in sourcing, buying or expediting role preferably in offshore, oil & gas environment.
