Transport and Installation Package Manager Background Our client is a JV partner for developing two floating offshore wind farms. Objective The Transport and Installation (T&I) Package Manager will lead on delivering an optimized construction plan, supporting the T&I EPCIC procurement and managing the resulting transport and installation contractor whilst ensuring that Client obligations are all discharged and interfaces between contracted packages are all identified and managed effectively. Responsibilities The main focus of the role will be holistic management of the offshore transport and installation package and ultimately the selected marine T&I EPCIC contractor for both projects, from FEED and concept definition through procurement and delivery to COD. Ensure compliance with the CDM regulations and that safety is a core priority throughout; Supporting the development of the safety system in readiness for the construction phase and thereafter ensure that contractor safety plans and performance is effectively managed; Management of the budget and resource plan for the package; Rigorous management of the marine transport and installation contractor(s) and the scope interfaces with the other contracted packages; Support on CfTs and development of scope of work, engineering specifications and employer's requirements alongside robust scope-split matrices; Ensure robust design decision and change management through market engagement, cost-benefit studies, weather downtime assessment and risk analysis; Lead on operations planning, transport and installation modelling, and execution management; Support on planning and supervision of the offshore test, verification and commissioning of the project; Timely liaison with the certification authority, lender's technical advisors, insurers and marine warranty surveyors in respect of the offshore transport and installation package; Ensure all relevant approvals and permits are obtained and disseminated in a timely manner; Ensure pre-construction survey data is appropriately managed and disseminated; Maintain detailed asset management controls throughout the construction phase; Provide a strong interface between technical, commercial and consenting work streams; Contribute to internal reporting, programme, cost books and risk register updates; Prepare status reports and technical information in relation to the package when required and for presentation to both internal and external stakeholders; Maintain a strong overview of project baselines and assess impacts of design changes to the T&I package; Ensure all applicable regulatory requirements, codes of practice and standards are exceeded and that project consent envelopes and conditions are never breached during construction; Competently assess and challenge engineering designs, technical reports and associated deliverables, ensuring that final outputs are all completed to a high standard; Qualifications, Skills and Experience Engineering Degree with at least 10 years' relevant professional experience; At least 5 years' experience in the offshore wind sector with experience working in a comparable role (experience managing major contracts in the construction of offshore wind projects); Have held the role of package manager previously; Knowledge of the technical and safety regulatory landscape including an awareness of the CDM regulations and understanding of Client and Principal Contractor duties; Ability to work as a member of a large, multidisciplinary and international team;
